STATE OF THE UNION UPDATE FROM NATIONAL PRESIDENT
UNDE Conferences: UNDE had 3 successful conferences so far in 2026 (Local Presidents Conference, Young Workers Conference and Health & Safety Conference) changes to be considered in next mandate to assist with scheduling events.
Treasury Board Bargaining:
PA & EB teams declared impasse, TC & SV continue to negotiate.
Current bargaining in Moose Jaw with Sodexo/CAE group is not going well.
Will be sending out direction/procedures if members come across picket line. Letters were developed to be sent out soon. Goal is to bring them into Treasury Board.
NPF – had long drawn-out strike in 2024, now dealing with layoffs – members sending in grievances.
Campaign: UNDE has a proposal to contract the services of company called Metric, to provide strategic and concept development concerning contracting-in.
Senate Committee Meeting: National President gave presentation at Senate Committee meeting, other unions were there online, not in person. UNDE was focus of session and was able to highlight our challenges.

Total of 23 scholarship applications received. Discussed different ways for the essay to be done by the recipients so that it is not done using AI.
PRESENTATION – UNDE Political Action Officer Jonathan Gauvin and UNDE Communications Officer Jessica Vaid provided an update on projects and overview of upcoming projects.
Discussion on distribution lists, broadcast of meetings on employer’s boards re: bases vs locals.
Also, discussion on revised website, for members to have more accessibility, digitized forms. Team is working on new welcome kit (toolkit).

UNDE Special Projects Officer Elanor Sherlock presented her update on the Strategic Plan following meetings in workplaces in the regions.
Reminder for National Officers to add meeting minutes to National Executive shared drive (UMCC/LMCC Minutes).
Each VP presented the strategic report on their region, highlighting events in their Locals.
COMTRA also presented their report. In future, they will include links referring to the law or policy.

Whereas – UNDE Scholarships have been valued at $2000 for many years;
Whereas – The cost of living has gone up substantially and costs are continually rising.
Be It Resolved that each of the four UNDE Memorial Scholarships be raised from $2000 to $2500 starting in the upcoming term, after the 2026 UNDE Triennial Convention.

NEW BUSINESS – DISCUSSION
-PSAC Regional Convention Caucus: The National President provided the National Officers with guidance regarding common practices at the UNDE caucus at PSAC Regional Conventions. Recommended to discuss concerning resolutions, resolutions from UNDE Locals and UNDE convention committee members. Encourage new members to attend rules of order training. Explain seating assignment. Suggestion to start chat group. Coordinate group photo. Invite candidates to come speak at caucus. Explain UTE’s bylaws as their convention conduct differs from other components.
-Members being copied on grievances at 3rd level: Remove member’s name on the first email being sent out with the documentation. Only send documentation to the Local and VP. Only copy member once decision is made. The EVP will direct staff on the change of procedure.
-PSAC meetings regarding regional national officers (expense reimbursements): PSAC QC is inviting VPs to attend meetings of National Officers but deferring the costs to the components. A resolution was submitted to have PSAC fund PSAC meetings/events.
–Convention: The National President reminded Officers about Convention Reports being due by August 6, no exceptions. She reminded the Officers that accommodations for Convention have smaller rooms and that breakfast and lunch will be provided on site. Weather is unpredictable; it could be very warm with no air conditioning in rooms, and it could be quite cool with snow. Resolutions are confidential until they are shared with the delegates; please do not ask convention committee members to share resolution information as doing so would constitutes a breech confidentiality.
